Following the decision taken on March 18th 1999 by the 108th Session, the International Olympic Committee created the IOC 2000 Commission. This commission had, as its mandate, to prepare and to propose to the IOC Session all recommendations it considered appropriate in relation to the IOC' s structure, rules, and procedures. The main objectives were to study the following three areas : composition, structure and organization of the IOC; role of the IOC; designation of the host of the Olympic Games.

Following the first major consultation on Agriculture and Agri-Food Canada's regulatory approach, the November 1993 "Workshop on Regulating Agricultural Products of Biotechnology", four members of the Canadian Environmental Network jointly recommended that the federal government's decision to use existing legislation to regulate biotechnology products should be reviewed and a new comprehensive legislative structure for biotechnology applications be developed.
