DEF

Any state whose flagged vessels fish in [a] fishery management area under the terms of an access agreement.

CONT

... to date, the vast majority of public fishing access agreements... do not mention any quotas, and at best, refer to a "limit of reference"(which can be exceeded for an additional payment, without any links to management targets, such as [maximum sustainable yield], or stock status). This creates a loophole that both distant-water fishing countries and host countries use to maximize either their catch or their rent, sometimes at the expense of the [marine] resource's health...

CONT

Distant-water fishing, that is, fishing in areas far removed from a country's domestic waters, existed well before the 19th century industrialization with, for example, Europeans fishing for Atlantic cod... off Newfoundland... Increasing competition between domestic and foreign fishing vessels for national fisheries resources was one of the motivations behind the series of international negotiations in the 1970s and 1980s, leading to the adoption of the United Nations Convention on the Law of the Sea...

... the experts noted that the distant water fishing operations were beset by the parallel impacts of rising costs, especially for fuel, and of the new regime. Distant water fleets were in decline. Fish imports in distant-water fishing States... were rising[;] efforts were being made to increase the output from their own 200-mile zones, and there was some shift in consumption patterns away from the products traditionally supplied by distant water operations.

CONT

Many of the world's most important fisheries are experiencing illegal, unreported and unregulated(IUU) fishing, thereby undermining efforts to sustainably conserve and manage fish stocks. A major challenge to ending IUU fishing is improving our ability to identify whether a vessel is fishing illegally and where illegal fishing is likely to occur in the ocean. However, monitoring the oceans is costly, time-consuming, and logistically challenging for maritime authorities to patrol. To address this problem, we use vessel tracking data and machine learning to predict whether a distant-water fishing vessel is fishing within [a fishing zone].
