O. Selfridge proposait en 1959 un modèle du fonctionnement du cerveau fondé sur la théorie neurophysiologique. Ce modèle, nommé Pandemonium, se compose d'une multitude de démons, acteurs élémentaires spécialisés, dont chacun ne sait exécuter qu'une tâche extrêmement particularisée. Ces démons seraient alors organisés en différents niveaux hiérarchiques : ces niveaux se distribuent depuis l'ensemble de démons enregistrant des particularités de stimulus externe, jusqu'à un démon-"chef" à qui est dévolu le rôle de prendre des décisions. La communication entre les différents niveaux s'effectue par des signaux d'intensité variable et seulement d'un niveau hiérarchique inférieur vers le niveau correspondant supérieur. Chaque démon reste en éveil, guette les signaux qui lui seraient adressés et accomplit ses tâches selon les signaux reçus. L'intérêt de ce modèle, dont on trouve des traces dans plusieurs grandes théories psychologiques (Freud32, Piaget67, Minsky69), réside dans la décentralisation des différents processeurs. Au lieu d'avoir un processeur unique et très complexe, les tâches sont distribuées sur une multitude de processeurs de capacités extrêmement limitées et spécialisées. Différents processeurs sont alors regroupés pour exécuter des tâches un peu plus complexes, livrant leurs résultats à d'autres processeurs appartenant à une autre hiérarchie, qui à leur tour, reproduirons à leur niveau la même organisation. Ce modèle est proche de l'organisation hiérarchique des neurones (Rose75) et nous y retrouvons l'essentiel des préoccupations concernant la programmation hiérarchique et modulaire (Dahl72).
