Courts have used the word "consideration" with many different meanings. It is often used merely to express the legal conclusion that a promise is enforceable. Historically, its primary meaning may have been that the conditions were met under which an action of assumpsit(an early form of contract action) would lie. It was also used as the equivalent of the "quid pro quo" required in an action of debt. A seal, it has been said, imports a consideration, although the law was clear that no element of bargain was necessary to enforcement of a promise under seal. This category of mistake is derived from a small group of cases most of them of modern times, although the doctrine existed at least as early as 1584. The general rule is that a man is estopped by his deed, and although there is no such estoppel in the case of ordinary signed documents, a party of full age and understanding is normally bound by his signature to a document, whether he reads or understands it or not. If, however, a party has been misled into executing a deed or signing a document essentially different from that which he intended to execute or sign, he can plead non est factum in an action against him. "Long" is an informal expression used to indicate that a shot went out past the baseline. Important nuance : a "stroke" implies early preparation and a complete follow through. The ministère du Développement économique, de l'Innovation et de l'Exportation has a rich and interesting history. It began in 1935, when the mandate of the ministère des Affaires municipales was broadened to include industry and trade, two sectors of increasing importance to the government. In 1943, the ministère de l'Industrie et du Commerce was founded. Over the years, other mandates were grafted onto its mission : technology in 1988, science in 1994, and external trade in 1996. In 1998, the science and technology mandates were entrusted to the ministère de la Recherche, de la Science et de la Technologie, which, in its early days, was charged with devising a scientific policy to bring about a new convergence between universities, industry and government. In 1998, the ministère des Régions was created as a successor to the Secrétariat au développement des régions in order to implement the new policy to support local and regional development, with a view to promoting and assisting the development of the regions and ensuring consistent government action. On April 29, 2003, the Premier announced the creation of the ministère du Développement économique et régional(MDER) out of these four entities. The purpose of the merger was to improve intervention targeting regional businesses and stakeholders by simplifying it and making it more coherent and efficient. In April 2004, "Recherche" was added to the MDER's name. Socialist Challenge was the name of a Trotskyist group in English Canada formed by former members of the Revolutionary Workers League/Ligue Ouvrière Révolutionnaire who were expelled or resigned when the RWL moved away from Trotskyism in the early 1980s. The ex-RWL members formed a number of groups under various names in cities across Canada such as the "Socialist Workers Committee" in Toronto. They regrouped as the "Alliance for Socialist Action" and, in 1988 adopted the name Socialist Challenge(after the name of their newspaper) as a result of an organizational fusion with the Quebec group Gauche Socialiste(the formal name of the group was Socialist Challenge/Gauche Socialiste). At the 1992 Earth Summit in Rio de Janeiro the world was faced with the fact that, in spite of massive and accelerating problems of poverty and environmental degradation in developing countries, levels of spending on development assistance were stagnant or declining among many donor nations, and were likely to remain so for a long time. During follow-up meetings, a number of strategies were discussed. One such meeting took place in Bellagio, Italy(from which the name "Bellanet" was coined), where senior representatives of twenty development agencies concluded that one response to the challenges at hand was to increase the impact and relevance of donor actions through greater collaboration. A subgroup(the World Bank, the MacArthur Foundation, SAREC [Swedish Agency for Research Co-operation with Developing Countries], and IDRC [The International Development Research Centre] was asked to investigate options. A proposal for action was formulated and, at a second Bellagio meeting in late 1994, the formation of Bellanet was endorsed. Bellanet was given a mandate to promote collaboration through the use of emerging information and communication technologies(ICTs). Bellanet est une initiative internationale dont la mission est d'augmenter l'impact des activités de développement grâce à une meilleure collaboration. Cette collaboration est soutenue par une utilisation plus efficace des technologies de l'information et de la communication (TIC). Lors du Sommet de la Terre de Rio de Janeiro en 1992, le monde a dû reconnaître qu'en dépit des problèmes grandissants de pauvreté massive et de dégradation environnementale dans les pays en développement, le niveau des dépenses en aide au développement de la part des pays donateurs stagnait ou diminuait, tendance qui semblait bien être à long terme. Diverses stratégies ont été discutées dans des rencontres faisant suite au sommet de Rio. Lors d'une des rencontres, à Bellagio en Italie (d'où le nom «Bellanet»), des hauts représentants de vingt agences de développement ont conclu qu'une réponse aux défis était d'augmenter l'impact et la pertinence des actions des donateurs au moyen d'une plus grande collaboration. Un sous-groupe (la Banque Mondiale, la Fondation MacArthur, le SAREC [Agence suédoise de coopération en matière de recherche avec les pays en développement] et le CRDI [Centre de recherches pour le développement international] reçut pour tâche d'effectuer des recherches sur cette approche, et a soutenu la formation de Bellanet, avec le mandat d'appuyer la collaboration par l'utilisation de technologies de l'information et de la communication (TIC) émergentes, comme l'Internet. Social scoping refers to a very early activity in an impact assessment in which an attempt is made to identify the attributes or components of the environment for which there is public or professional concern, or both, and to which the assessment should primarily be addressed. On the other hand, ecological scoping is defined as an exploration of the possibilities for studying and predicting the effects of a planned action on the attributes or components so defined.
