As early as 1909 the Conservative Party believed that Canada should contribute emergency funds to help the Royal Navy maintain its superiority over the German navy. Payment was authorized by the Naval Aid Bill, introduced by PM Borden. The Conservatives carried the bill on 15 may 1913 only by imposing closure on debate for the first time in canadian history. However, the Liberal majority in the Senate defeated the bill 2 weeks later.

Dès, 1909, le Parti conservateur considère que le Canada doit débloquer des fonds d'urgence afin d'aider la marine royale à maintenir sa supériorité sur la marine allemande. Cette somme est autorisée par le projet de loi d'aide à la marine, présenté par Borden. Les Conservateurs réussissent à faire voter ce projet de loi le 15 mai 1913 en imposant tout simplement la clôture du débat pour la première fois dans l'histoire canadienne. Cependant, la majorité libérale au Sénat déboute le projet de loi deux semaines plus tard.
