In the case of Quebec[, ] we have asymmetrical agreements to ensure that Quebec—in recognition of the investments made and the success of its system—is not held to the same reporting requirements as other provinces and territories... within the multilateral early learning and child care framework... The Quebec agreement, the asymmetrical agreement, is different in a few important ways. Quebec is not required to provide the federal government with action plans outlining in detail how they will invest funding.... Quebec reports within the province to its population and is not required to submit audited financial statements or annual reporting in the same way that other provinces and territories in the country are.

In May 2003, the International Civil Aviation Organization(ICAO) adopted new passport specifications for a globally interoperable system, to be based on passports embedded with electronic chips containing a biometric of the bearer. The primary biometric selected by ICAO is facial recognition. Canada will deploy this biometric to enhance the security of the passport application process and to issue a biometrically-enabled smart chip passport in early 2005. The Department of Foreign Affairs will receive funding to implement the Strategy.

En mai 2003, l'Organisation de l'aviation civile internationale (OACI) a adopté de nouvelles spécifications pour les passeports en vue d'un système interopérable à l'échelle mondiale. Ces spécifications seront fondées sur des passeports munis de puces électroniques contenant des renseignements biométriques sur leur titulaire. La principale application biométrique retenue est la reconnaissance faciale. Le Canada déploiera cette technologie biométrique dans le but d'accroître la sécurité du processus de demande de passeport et d'émettre des passeports dotés d'une puce électronique comportant des caractéristiques biométriques à compter du début de 2005. Le ministère des Affaires étrangères se verra allouer des fonds pour mettre en œuvre la stratégie.

A lateral curvature of the spine, a common abnormality of childhood, especially in females.

Causes include congenital malformation of the spine, poliomyelitis, skeletal dysplasias, spastic paralysis, and unequal leg length. Unequal heights of hips or shoulders may be a sign of this condition. Early recognition and orthopedic treatment may prevent progression of the curvature. Treatment includes braces, casts, exercises, and corrective surgery.

The Acid Rain National Early Warning System(ARNEWS) was one of Canada's national forest health monitoring programs. Established in 1984, ARNEWS was to "monitor the condition and changes in the condition of the forest in order to detect early signs of acid rain damage". The program as always extended beyond its original intent of an acid rain monitoring system to encompass a role in forest health and biomonitoring. In recognition of this, the original network of some 100 plots across Canada was expanded to 169 plots in 1991.
