New credentials are necessary when the rank of a post is modified. The same conditions prevail in the case of death or resignation of the sovereign.

Where in either state a monarch or other hereditary ruler is replaced by his successor, either constitutionally or otherwise, or where in either state changes not provided for in the constitution lead to the emergence of a new head of state, it is general practice that ambassadors who remain at their posts are provided with fresh credentials.

Treaties of friendship. From the agreements so far published in the United Nations Treaty Series, the local citizenship of Commonwealth State has been given positive recognition as the predominant national status on the international plane. Following the partition of the Indian sub-continent ad the emergence of the States of Pakistan and India, separate Treaties of Friendship were concluded by each of these States in the name of their respective "citizens" or "nationals" with Iran, Turkey and Syria. [...] These bilateral treaties provided for the maintenance or establishment of diplomatic and consular relations "in conformity with", or "on the basis of", "international law and practice" between the Contracting Parties. While some of these treaties merely instituted a base for the subsequent negotiation and conclusion of agreements to establish reciprocal rights for the respective citizens of the two States, others made immediate provision guaranteeing rights and privileges to the citizens of one State in the territory of the other.

The contemporary world no longer contains inhabited territory which is not already part of an existing state(except for South West Africa which is a special case), so that today a "new" state can spring only from an existing state or states. The only internationally accepted measure of its separate identity from the former state is provided by recognition... The emergence of a new state from an existing state is, generally speaking, the result of political struggle and, frequently, of armed conflict...

In the case of nascent States, recognition raises many problems for the recognising States; first, because of the merging of the new State with its new Government and the difficulty of recognising the one without recognising the other; secondly, most States prefer, in the matter of recognition of nascent States, to be as non-committal as possible and to preface the date of recognition de jure by a state of recognition de facto.
