Bill C-11 also introduces a Pre-removal Risk Assessment(PRRA) during which new facts or evidence that clearly demonstrate that a person is now at risk of persecution, torture or cruel and unusual treatment, or that there is a risk to his or her life, may come to light. PRRAs will be conducted as close to removals as possible, taking into account removal priorities.
