In the spirit of the preamble of the new PSEA [Public Service Employment Act], the PSC [Public Service Commission] has maximized the delegation of appointment authority. Deputy heads have the delegated authority to appoint employees of the EX Group(EX-01 to EX-5) to and within the public service.
