Reconstruction : HUD [United States Department of Housing and Urban Development] guidelines regarding reconstruction are as follows : The regulation defines reconstruction as the rebuilding of housing on the same foundation. The Atmospheric Boundary Layer Experiments(ABLE) is a research initiative devoted to atmospheric research. This project has been developed by the Atmospheric Section of Argonne National Laboratory. The ABLE is located on the lower Walnut Watershed, mostly in Butler County east of the city of Wichita, Kansas. This location is within the existing boundaries of DOE's Atmospheric Radiation Measurement(ARM) Southern Great Plains(SGP) Clouds and Radiation Testbed(CART) site. The establishment of this facility offers a virtual atmospheric observatory and provides essential research tools for addressing a myriad of unresolved fundamental questions in atmospheric research. Location effects involve the geographical allocation of existing resources. By and large, the recent literature on these effects focuses on the distribution of economic activity. One robust conclusion is that the relationship between concentration and liberalization is complex. At one extreme, prohibitive barriers lead to the total decentralization of production. At this extreme, liberalization is clearly accompanied by increased concentration of production in large markets. At the other extreme, location of production is evenly spread when there are no costs to trading, so liberalization near this extreme is accompanied by a decrease in concentration.
