Flood water spreading is a method that follows numbers of purposes. Some example of these are : to stabilise drifting sand, to control erosion, to develop artificial forestlands, to make changes the environment of the belt zones around desert, to satisfy water requirement, to remove sediment carried by flood-water for changing the bare lands to farm lands, to control ground water quality by preventing the intrusion of saltwater into water bearing aquifer.

Floods have two essential characteristics: The inundation of land is temporary; and the land is adjacent to and inundated by overflow from a river, stream, lake, or ocean.

CONT

Willow Creek Lake is a flood control project designed to protect the city of Heppner, Oregon. In 1903, Heppner experienced one of the most devastating floods in the history of the United States. Two hundred forty-seven people perished in a flash flood. The project will prevent a recurrence of a similar disaster. Storage for irrigation is also part of the project. A lake for water conservation and irrigation is maintained at elevation 2063. When a flash flood occurs, the flood waters will be caught and stored, and slowly released until the lake returns to elevation 2063.

Even when no immediate danger to crops is inflicted, agricultural production can still suffer in flood plains (of rivers) because of the unpredictable arrival and magnitude of the flood unless crops are suited to the inundation. In many parts of the developing world seasonal flood recession cultivation provides basic food requirements and is particularly vulnerable to irregular inundation.

[Under] certain conditions, flood-water farming was the only, and essential, method for producing crops in the desert. The intensity and number of floods determine the size of the area that can be sown. The large fluctuations from year to year make such farming a very precarious source of livelihood; in certain years, the floods may be rare or short-lived, and the soil will not be moistened to a depth that is sufficient to justify sowing.
