Flood water spreading is a method that follows numbers of purposes. Willow Creek Lake is a flood control project designed to protect the city of Heppner, Oregon. In 1903, Heppner experienced one of the most devastating floods in the history of the United States. Two hundred forty-seven people perished in a flash flood. The project will prevent a recurrence of a similar disaster. Storage for irrigation is also part of the project. A lake for water conservation and irrigation is maintained at elevation 2063.
