They were producing and exporting to India Instapak Chemical B which has the same HS Tariff category as Slabstock Polyol produced by domestic producers, but which is neither like nor directly competitive with FSP [flexible slabstock polyurethane foams]. Although both substances contain Polyol, Instapak Chemical B differs from FSP in the following ways: (i) Different molecular weight of Polyol. (ii) Different chemical additives. (iii) Unique reactivity with Instapak Chemical A. ... Instapak Chemical B and FSP are not directly competitive articles because it has a unique end use. It is used only to produce protective foam in-house to package items such as defence electronics, avionics, computer peripherals, aircraft parts etc. and not for mattresses or flexible slabstock.

OBS

Foaming. ... Compounding of the ingredients of a foam formulation is generally carried out in either of two ways: the "one-shot" or the "partial prepolymer" method. ... In the partial prepolymer method all the isocyanate is reacted first with part of the polyol; this intermediate is referred to as the A component. The remainder of the polyol, containing the catalyst, blowing agent, and other ingredients, forms the B component. The two components are supplied in separate containers and constitute a two-part prefoam mixture system that requires good agitation for blending and foaming.

Expansion (formation de mousse). [...]

Flexible polyurethane foam has been in existence since the mid-1950s. Because of its performance characteristics it has a wide variety of uses.... It serves as cushioning in upholstered furniture and mattresses. It protects carpet by providing a resilient underlay. Automobile and airplane seats contain foam. Packaging and medical applications are also common. Flexible polyurethane foam is the product of an exothermic reaction that creates a resilient cellular matrix that can then be cut to size for its intended use. Since the late 1950's, auxiliary blowing agents have been used in the manufacture of polyurethane foam. Two main characteristics of flexible foam are density and firmness(or softness). Auxiliary blowing agents help control both of these characteristics. By vaporizing at an appropriate temperature, the auxiliary blowing agent produces additional bubble growth and, thereby, reduces the density of the foam.

OBS

Polyurethane is made during the reaction of an isocyanate and one or more polyols. It can be made into flexible or rigid foam and solid forms. The foams are good insulators, and used for products such as building insulation, car seats and furniture.

Polystyrene foam comes in two major categories, expanded bead, and extruded. Expanded bead foam is made by superheating small pellets of styrene so that they rapidly expand(sort of like popcorn) to form a low density foam. Expanded bead foam is light(about 1. 5 pounds per cubic foot typically) and inexpensive, and because of the way it is made, lends itself to all types of molded products. It is the type of foam found in beer coolers and most contour packaging. It is also used as a cheap insulator. Because expanded bead foam has air pockets between the beads, it is less suitable for exterior use, for flotation, or for any application where water or water vapor can invade the air pockets between beads.

CONT

Bead Foam. This material is produced from expandable polystyrene beads (granules) ... There are two methods used in the preparation of the beads. In one, polymer granules are heated with a blowing agent (usually a hydrocarbon) that penetrates them. In the second method styrene monomer is polymerized in the presence of a blowing agent so that the blowing agent becomes entrapped in the plastic beads.... The expandable beads are converted to foam as follows. They are subjected to heating by steam, hot water or hot air to give pre-expanded beads; aged (or conditioned) for a period of time; the pre-expanded beads again heated (in a mould) so that they undergo additional expansion, flow to fill the interstices (spaces between particles) and fuse. This results in an integral moulded piece.
