The Geneva Convention is another treaty that was established shortly after World War II, but it was the first attempt to address jurisdictional differences regarding aircraft security interests. After the war, aircraft manufacturing nations became concerned about the reluctance of financial institutions to invest in aircraft without assurance that their interests were secure, especially when the equipment was outside the state of registry. As a remedy, the Geneva Convention(not to be confused with the Geneva Conventions of global war law) was signed on June 19, 1948, and went into force on September 17, 1953. The Public Prosecution Service of Canada(PPSC) is a federal government organization, created on December 12, 2006, when the Director of Public Prosecutions Act, Part 3 of the Federal Accountability Act, came into force. Founded by eight states(Belgium, France, Germany, Italy, Luxembourg, Netherlands, Switzerland, United Kingdom) in 1964, the European Pharmacopoeia has the task of laying down common standards for the composition and preparation of substances used in the manufacture of medicines--and so guaranteeing their quality. The Pharmacopoeia has 26 member states, in which its "monographs" have force of law, replacing the old national pharmacopoeias. It is recognised as one of the main authorities on quality and safety of medicines, and its co-operation with the European Union has resulted in the setting-up of a scientific research programme to standardise biological medicines, and an official network of medicine control laboratories(OMCL). In the early 1980’s Zarc International, Inc. introduced a proprietary "capsicum pepper technology" to be used as a safe and effective non-lethal weapon by military and law enforcement. "Capsicums" are chili peppers which occur in many varieties that range from mild to hot. Capsicum encompasses twenty species and some 300 different varieties of pepper plants. L'oléorésine de «Capsicum» est un mélange huileux de plus de 100 composés obtenu par l'extraction des fruits mûrs et séchés de piments forts issus des plantes du genre «Capsicum» (habituellement les espèces suivantes : «Capsicum annuum» et «Capsicum frutescens»). La capsaïcine est le principal constituant isolé de l'oléorésine de «Capsicum», la capsaïcine représente environ 70 % de la totalité du mélange suivi par la dihydrocapsaïcine (~20 %), la norhydrocapsaïcine (~ 7 %), l'homocapsaïcine (~ 1 %) et la monodihydrocapsaïcine (~ 1 %). La capsaïcine est particulièrement reconnue pour ses propriétés irritantes. De plus, dépendamment de la variété de piments forts, l'oléorésine de «Capsicum» contiendra de 0,001 à 1,0 % de capsaïcinoïdes (masse sèche).
