The majority of the tank cars exhibited impact damage... on the top portion of at least [one] head. This is not unexpected, as most of these cars came to rest on their sides, thereby bringing the top portion of the heads closer to the ground and increasing the probability of impacts with objects such as rail, couplers, and body bolsters. A full-head shield would have been beneficial, as half-head shields protect only the bottom portion of the head.
