Ce Comité créé en 1972 au Japon avait pour but de caractériser la main des tissus afin de normaliser l'évaluation de la main. Ce Comité a d'abord établi les expressions (ou propriétés) primaires de la main, ensuite il a défini une échelle de 11 valeurs pour chacune de ces expressions primaires de la main: c'est le système HESC. Mais dernièrement, ce système a été remplacé par un autre appelé: Système d'Évaluation Kawabata (Kawabata Evaluation System -KES-) lequel est parti des bases établies par le HESC.
