The susceptible-infected-susceptible(SIS) model of Weiss and Dishon is one of the simplest models of endemic infections. The model describes the evolution of an infection in a fixed population, with no restriction on the possibility of reinfection of a previously infected and now recovered individual. This is in contrast to the venerable susceptible-infection-recovered(SIR) model, where reinfection is not permitted. Both models exhibit a threshold value of the infectivity, below which the infection immediately dies out. Below the threshold, where only a tiny fraction of the population is impacted, the two models have essentially equivalent statistical properties. Above the threshold, in the SIR model, the infection is self-limiting, since in a fixed population the number of potential new victims, the susceptible pool, is monotonically decreasing in size. The SIS model, on the other hand, describes an endemic infection which can(above the threshold) persist indefinitely, at least at the deterministic level. The sources of international law. There is innate in man a consciousness of right and wrong, regulating his behaviour towards his fellows, the recognition of the requirement to "co-exist" with them on a reasonable footing. Human society, on the other hand, cannot function without a certain number of binding rules of conduct which must be such as to enable it to avoid bellum omnium contra omnes. These factors are the underlying causes of the birth of law in any human community. The accent may be laid on one or other of these fundamental elements, but the two are always present. These are the "sources" of the law in their philosophical, psychological, sociological connotation, the "material" sources.... The concrete ways and means, the "formal" sources of the law, differ from community to community : they are not the same in secular as in ecclesiastical communities, nor in national as in international society. These "formal" sources,... necessarily reflect the nature and structure of the community concerned : they appear as custom, legislation, bye-laws, national case law, papal bulls, treaties, resolutions of international bodies, etc., as the case may be. There is still a third sense in which the expression "sources" is used in respect of law; in this sense the metaphor does not refer to the basic or to the "formal" origins of legal rules, but to the documents and writings in which they can be found, just as in another field historians work with their "sources". Bellanet is an international initiative with a mission to increase the impact of development activities through greater collaboration. Collaboration is enhanced by more effective use of information and communication technologies(ICTs). At the 1992 Earth Summit in Rio de Janeiro the world was faced with the fact that, in spite of massive and accelerating problems of poverty and environmental degradation in developing countries, levels of spending on development assistance were stagnant or declining among many donor nations, and were likely to remain so for a long time. During follow-up meetings, a number of strategies were discussed. One such meeting took place in Bellagio, Italy(from which the name "Bellanet" was coined), where senior representatives of twenty development agencies concluded that one response to the challenges at hand was to increase the impact and relevance of donor actions through greater collaboration. A subgroup(the World Bank, the MacArthur Foundation, SAREC [Swedish Agency for Research Co-operation with Developing Countries], and IDRC [The International Development Research Centre] was asked to investigate options. A proposal for action was formulated and, at a second Bellagio meeting in late 1994, the formation of Bellanet was endorsed. Bellanet was given a mandate to promote collaboration through the use of emerging information and communication technologies(ICTs).
