Located on the eastern shore of Sydney Harbour in the former city of Sydney..., the Tar Ponds form a tidal estuary at the mouth of Muggah Creek, a freshwater stream that empties into the harbour. Over the last century, runoff from coke ovens associated with Sydney Steel Corporation's(SYSCO) now-decommissioned steel mill filled the estuary with a variety of coal-based contaminants and sludge.

Les étangs de goudron (soit l'étang de goudron du Nord et l'étang de goudron du Sud) sont le nom courant du ruisseau Muggah, un estuaire qui a reçu des évacuations industrielles des activités industrielles en amont, y compris les fours à coke. Les étangs de goudron couvrent une superficie de 31 hectares et contiennent plus de 700 000 tonnes (550 000 m³) de sédiments contaminés aux hydrocarbures aromatiques polycycliques et aux métaux.

Le goudron est un dérivé houillé de couleur noire. Sous-produit de la distillation de la houille lors de la fabrication du coke, il est très visqueux, voire solide (brai de goudron). Dans le langage courant, on le confond souvent avec le bitume d'origine pétrolière. Cette confusion est due à l'invention du tarmacadam, ancêtre des revêtements routiers qui était fabriqué à l'origine avec du goudron (tar en anglais).
