Les cartels entre firmes ou encore, selon les termes de l'OCDE (2003) : «entente injustifiable» sont des ententes entre plusieurs firmes concurrentes qui décident (de manière plus ou moins formelle) de coordonner secrètement leur comportement dans le seul but de réduire la concurrence sur un marché, et ce souvent au détriment des consommateurs.
