A toggle bolt, also known as a butterfly anchor, is a fastener for hanging things on hollow walls such as drywalls. Toggle bolts have wings that open inside a hollow wall, bracing against it to hold the fastener securely. The wings are much larger than the bolt they are attached to. CSU 89 was created as the result of the fusion of CSU 8 and CSU 9. The two groups have different clients and still hold their own separate meetings. "On April 1, 1996, RPS formally implemented a new organizational model based on Client Service Units(CSUs) and Centres of Expertise(COEs). The CSUs are a dedicated organizational unit through which services are provided to a singular client or a portfolio of clients. The CSUs are supported by COEs which act as stewards of skills and knowledge in RPS business lines and program management. COEs manage a resource pool that may dedicate people on a full time basis to a particular CSU or provide services from ’home base’ to a number of CSUs. The CSUs are revenue centres and the COEs are cost centres. The NCA plays a national role and as such, the CSUs and COEs in the NCA are called National Client Service Units(NSCUs) and National Centres of Expertise(NCOEs). In addition to the provision of operational services to the NCA, the NCOEs formulate policy, establish national product standards, develop new/enhanced products and services for delivery to the CSUs and oversee their implementation. The NCOEs provide functional direction to Regional COEs in support of Real Property Services nationally. Since March, 1998, senior officials have been acting as official languages champions in the departments and agencies. This mission is to make official languages more visible in their institutions and to ensure respect of the official languages obligations for institutional bilingualism(service to the public, language of work and equitable participation of English-speaking and French-speaking Canadians) and the development of the official language minority communities. The Charlottetown Accord was a package of constitutional amendments, proposed by the Canadian federal and provincial governments in 1992. It was submitted to a public referendum on October 26 of that year, and was defeated. Unlike the Meech Lake Accord, the Charlottetown Accord's ratification process provided for a national referendum. Three provinces--British Columbia, Alberta and Quebec--had recently passed legislation requiring that constitutional amendments be submitted to a public referendum. As well, Quebec premier Robert Bourassa had pledged, contingent on the results of the Charlottetown negotiations, to hold a referendum that year on either Quebec independence or a new constitutional agreement. British Columbia and Alberta agreed to participate in the federal referendum, but Quebec opted to conduct its own separate vote.(For that reason, Quebeckers "temporarily" living outside the province could have two votes, since they were enumerated to the voters’ list based on federal rules, but people relatively new to Quebec could not vote at all because they had not established residency.) The Accord had to be approved not only by a majority of voters nationally, but also by a majority of voters in each province. The sod webworm is an off-white or tan-coloured caterpillar, about 2 cm long, that lives in the thatch layer of grass. Depending upon the species, it may have rows of darker spots along its back. Place the climber with the gaff side down and parallel to the board without applying downward pressure above the gaff. Push the climber along the board.
