A licence differs in its essentials from an assignment. A licence, even though exclusive, does not give the licensee all the rights of the patentee. A licence does not set up rights as between the licensee and the public, but only permits him to do acts that he would otherwise be prohibited from doing. He obtains merely a right of user. ... A licence prevents that from being unlawful which, but for the licence, would be unlawful; it is a consent by an owner of a right that another person should commit an act which, but for that licence, would be an infringement of the right of the person who gives the licence.

The spelling licence, though still often met with, has no justification in the case of the substantive. In the case of the verb, on the other hand, although the spelling licence is etymologically unobjectionable, license is supported by the analogy of the rule universally adopted in the similar pairs of related words, practice sb., practise vb, prophecy sb., prophecy vb.... Recent dictionaries, however, almost universally have license both for substantive and verb, either without alternative or in the first place.

A non-parametric test used to compare three or more samples.

OBS

The Kruskal-Wallis test [named after William Kruskal and Allen Wallis] is used to test the null hypothesis that all populations have identical distribution functions against the alternative hypothesis that at least two of the samples differ only with respect to location(median), if at all. It is the analogue to the F-test used in analysis of variance. While analysis of variance tests depend on the assumption that all populations under comparison are normally distributed, the Kruskal-Wallis test places no such restriction on the comparison. It is a logical extension of the Wilcoxon-Mann-Whitney Test.

In recent years, drinking water regulations for the removal of particles and total organic carbon(TOC) have become more stringent. Consequently, utilities are considering whether traditional treatment strategies... are best suited to achieving these new standards at a reasonable cost, or whether the use of innovative processes is warranted. Among the possible alternatives that are currently in use, microsand enhanced coagulation has emerged as a promising, low-cost alternative for many water supplies based on extensive trial and error pilot testing. However, because of poor understanding, there is no fundamental basis for deciding when, or if, the microsand process will offer advantages over conventional treatment, nor is there an understanding about the magnitude of the improvement to be expected.
