... in the case of exchanges of notes and similar informal agreements which are binding upon signature and do not require ratification, and in those instances when ratification of a treaty is dispensed with, the question whether the committed State is entitled to repudiate the treaty on the ground that its agent was unauthorised to sign, or exceeded his instructions, could arise. According to one theory only the Head of State is internationally competent to commit his country, and therefore every treaty signed by someone other than the Head of State is signed by a delegate who must conform to his instructions; if he exceeds these then the treaty may be repudiated. 3, record 30, English, - repudiate

1, record 56, French, - lettre%20de%20commission

High Commissioners from countries of which the British Monarch is Head of State(The Sovereign's Realms) do not present credentials in the same manner as Ambassadors. They and their spouses are received by the Sovereign in Private, informal audience. High Commissioners from these countries carry, however, a letter of introduction to the British Prime Minister from their own Prime Minister. 1, record 58, English, - letter%20of%20introduction

A head of mission may be accredited to more than one state, so long as the receiving states concerned have been duly notified and have raised no objection. Such multiple accreditation has often been found convenient for geographical reasons, or because it has been desired to limit expenditure on diplomatic missions. Subject to the same proviso, a member of the diplomatic staff of a mission may be similarly assigned to more than one state. 1, record 59, English, - multiple%20accreditation

Multiple commission. It is quite customary for a diplomatic official to be accredited to several states at the same time ... One of the most unusual instances of multiple representation occurred in 1942, when the United States accredited Anthony Drexel Biddle as Ambassador to the exiled governments of Belgium, the Netherlands, Norway, and Poland, and as Minister of the exiled governments of Czechoslovakia, Greece, Yugoslavia, and Luxembourg. 2, record 59, English, - multiple%20accreditation

When the country where the agent is established decrees national mourning, whether it is following the death of the head of state, of a member of the reigning family or for any other special reason, the arrangements made by the government are brought to the attention of the diplomatic corps by the protocol service, which indicates the date, the place and the hour of the ceremony which the diplomatic corps should attend and the dress for the occasion, as also the place where the registry book is located. 1, record 60, English, - national%20mourning
