The Ceremonial Guard, formerly known as the Public Duties Detachment, is a composite of attached companies from the Governor General' s Foot Guards(GGFG) Ottawa and The Canadian Grenadier Guards(CGG) Montreal, the Band of the Ceremonial Guard, and a Headquarters Company providing supply, transportation, training, administrative and medical support to the unit. The Ceremonial Guard was established by the Canadian Forces to plan and prepare and execute Public Duties in the Nation's Capital during the summer. Every guardsman, Musician and member of the support staff is a trained soldier of the Canadian Forces on Regular or Reserve service.

The Justice Annex is a building just north of the Supreme Court of Canada and west of Parliament Hill in Ottawa, Canada. Built in 1940 it is the last surviving representative of many similar temporary buildings erected during the Second World War to house the rapidly growing number of government employees. This building was built to house Royal Canadian Mounted Police(RCMP) officers. It later became the headquarters of C. D. Howe's Department of Munitions and Supply. After the war it was given to the Justice Department and named the Justice Annex.

Intended to be a secret relocation centre for government leaders, civil servants and military personnel in the event of a nuclear war, it quickly became the focus of media and public speculation.

The Central Emergency Government Headquarters was built at Carp near Ottawa with a transmitting station a few miles away. Essentially a hardened concrete box of four levels, surrounded by a gravel envelope and buried in sandy soil, the Central Headquarters(irrevently referred to as the Diefenbunker) was capable of withstanding a 5 megaton hydrogen bomb blast with a ground zero at 1. 1 miles.

The levee has a long tradition in the Canadian Forces as one of the activities associated with New Year's Day. Officers of the various units and headquarters receive and greet in their messes visiting officers and other guests in the convivial spirit of the first day of the new year. Hospitality is dispensed in a variety of forms, from the special flaming punch of the Royal Canadian Hussars of Montreal, a concoction bequeathed to the regiment by the old 1st Motor Machine Gun Brigade and which takes a month to prepare, to the famed Athole Brose, that brew of oatmeal, honey and whisky, of the Seaforth Highlanders of Canada, Vancouver. In line with this tradition, the chief of the defence staff, beginning on 1 January 1975 hosts a levee each New Year's Day in the new National Defence Headquarters at 101 Colonel By Drive, Ottawa.
