IGAD "Intergovernmental Authority on Development" is the new name of the Authority superseding the Intergovernmental Authority on Drought and Development(IGADD) which was created in 1986 by the six drought stricken countries of Djibouti, Ethiopia, Kenya, Somalia, Sudan and Uganda to co-ordinate development in the Horn of Africa. The State of Eritrea became the seventh member of IGADD in September 1993 after its independence. IGAD headquarters is in Djibouti.

Courtesy clearances are given to people such as foreign heads of state, royalty, ministers or foreign dignitaries. They are authorized in advance of the flight by the Travellers Process Division at the Canada Border Services Agency Headquarters and are co-ordinated through the applicable airport.

The group, led by Abu Ibrahim, was formed in 1979 when it split with PFLP. Headquarters are unknown, however their area of operations is primarily Western Europe. Having said this, is is important to note that their most significant action was the 1982 bombing of a Pan Am flight en route to Honolulu in which a Japanese youth was killed. Their stated goal is the destruction of the state of Israel. The group has all but ceased to exist after it blended into Hawari's Special Operations Group.
