The regulation of consumer health products is based on the principle that the product's benefit must exceed any potential harm, with a reasonable degree of certainty. Benefit may be defined as any intended useful, positive effect obtained, whereas harm is any unintended effect that may cause injury or diminish human health in any way. Benefit and harm are not absolute, and Health Canada recognizes that uncertainties exist with respect to both the benefit and harm that may result from being exposed to a food or health product.

An acute non-cancer inhalation Reference Exposure Level (REL) of 1.9 x 10 g/m is listed for carbon tetrachloride in the California Air Pollution Control Officers Association Air Toxics "Hot Spots" Program, Revised 1992 Risk Assessment Guidelines. The toxicological endpoint considered for chronic toxicity is the central nervous system. Also, a chronic REL of 2.4 g/m is listed in the CAPCOA Risk Assessment Guidelines with the liver as the toxicological endpoint.

The next step in quantifying health effects would be to estimate the decline in the number of cases of diseases that may result if the proposed light duty vehicle emission standards are implemented. Two types of data are required to make this estimate : 1. Dose-response functions for each adverse effect(the mathematical relationship between the dose of a pollutant that an individual receives and the probability that he will experience a particular adverse effect) ;and 2. Estimates of the impact of the proposed light duty vehicle standards on the number, ambient concentrations, and duration of concentrations of CO, NOx and O3 in excess of National Ambient Air Quality Objectives.
