The Health Services Appeal and Review Board(HSARB) is established by the ministry of Health Appeal and Review Boards Act, 1998 to conduct appeals and reviews under fourteen different statutes. The proceedings under each of the statutes range from oral appeals to written reviews. The decisions being appealed to or reviewed by the Board include provision for service.

HBS provides common administrative and case management services to four province-wide, quasi-judicial appeal and review tribunals(Health Professions Appeal and Review Board; Health Services Appeal and Review Board; Consent and Capacity Board and the Ontario Hepatitis C Assistance Plan Review Committee). In addition, HBS provides financial support to the 23 self-regulated health professions colleges.
