The theory of planned behaviour(TPB) started as the theory of reasoned action in 1980 to predict an individual' s intention to engage in a behaviour at a specific time and place. The theory was intended to explain all behaviours over which people have the ability to exert self-control. The key component to this model is behavioural intent; behavioural intentions are influenced by the attitude about the likelihood that the behaviour will have the expected outcome and the subjective evaluation of the risks and benefits of that outcome. SIPA is a demonstration and evaluation project based on a model of integrated care for the frail elderly. The demonstration project aimed to implement a model for the frail elderly living in the community and to evaluate by means of an experimental device, its comparative advantage in regards to existing services in Montreal. The evaluation was on impact on health, utilization of services, cost of services, quality of care and the implementation and organization of services. The SIPA project was carried out on the Island of Montreal over a period of 22 months from 1999 to 2001. De SOLIDAGE (Groupe de recherche Université de Montréal - Université McGill sur les services intégrés pour les personnes ägées. Le projet SIPA est un projet de démonstration et d'évaluation fondé sur le modèle de services intégrés pour personnes âgées fragiles. Although Medicare could benefit from these outcomes, the program lags behind the private sector in PPO development.
