This award was created in 1988 in honour of the former Honorary Campaign Chair of Ontario March of Dimes, the late Paul Martin Sr., who personally waged a battle against polio. As Canadian Minister of National Health and Welfare in the 1950s, Paul Martin Sr. took the courageous step of delivering the country's universal vaccination program despite an atmosphere of great uncertainty. The vaccine eventually ended the threat of polio in Canada. IAS(International Adoption Services) was formerly the National Adoption Desk, developed in 1975 and housed in the former department of Health and Welfare Canada. It was transferred, along with other children's social policy initiatives, to Human Resources Development Canada in the mid-1990's when it was created. IAS (International Adoption Services) works with foreign governments, other federal departments, provinces and territories. Provinces and territories all have their own legislation governing adoptions, and under this legislation carry out case management of individual adoptions.
