This award was created in 1988 in honour of the former Honorary Campaign Chair of Ontario March of Dimes, the late Paul Martin Sr., who personally waged a battle against polio. As Canadian Minister of National Health and Welfare in the 1950s, Paul Martin Sr. took the courageous step of delivering the country's universal vaccination program despite an atmosphere of great uncertainty. The vaccine eventually ended the threat of polio in Canada. The award is presented annually to an individual(s) for service to Ontario March of Dimes in the areas of fundraising, service or policy.

IAS(International Adoption Services) was formerly the National Adoption Desk, developed in 1975 and housed in the former department of Health and Welfare Canada. It was transferred, along with other children's social policy initiatives, to Human Resources Development Canada in the mid-1990's when it was created. Social Development Canada(SDC) is the lead federal department on intercountry adoption.

IAS (International Adoption Services) works with foreign governments, other federal departments, provinces and territories. Provinces and territories all have their own legislation governing adoptions, and under this legislation carry out case management of individual adoptions. IAS also acts as the Federal Central Authority for the Government of Canada in accordance with the Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption.

Les SAI (Services d'adoption internationale) collaborent avec les gouvernements étrangers, les autres ministères fédéraux, les provinces et les territoires. Les provinces et territoires ont leurs propres mesures législatives régissant les adoptions et sous cette législation, effectuent la gestion des caisses d'adoption. Les SAI agissent également comme l'autorité fédérale centrale pour le compte du gouvernement du Canada conformément à la Convention de la Haye sur la protection des enfants et de la coopération à l'égard de l'adoption internationale.
