The amended Walloon Code on Territorial, Urban and Heritage Planning(Code Walloon de l'Aménagement du territoire, de l'urbanisme et du patrimoine-CWATUP) gives the authorities a new tool which could spell bad news for private property : the right of pre-emption(first refusal). On March 1st 1998, the new version of the CWATUP came into force, with the aim of cutting red tape and streamlining certain procedures.
