The World Data Center(WDC) system was established by the International Council for Science(ICSU) to archive and distribute data collected from the observational programs of the 1957–1958 International Geophysical Year. Originally established in the United States, Europe, Russia, and Japan, the WDC system was then expanded to other countries and to new scientific disciplines. Its holdings included a wide variety of environmental data that covered timescales ranging from seconds to millennia. These data provided baseline information for research in many disciplines, especially for monitoring changes in the geosphere and biosphere.

The Data Coordination and Access Program(DCAP) of the Office of Public Health Practice(OPHP) acquires and manages centralized data holdings which are used by analysts across the Public Health Agency of Canada(PHAC) as well as Health Canada via the Data Extraction and Analysis application(DEXA). DCAP operates as a data broker on behalf of PHAC in the development of data sources and in the standardized, protected acquisition of data related to health. DCAP coordinates data requirements through PHAC s Health Surveillance Coordination Committee(HSCC) and provides a liaison function with Statistics Canada, CIHI and other data providers to represent the Agency's requirements and negotiate data sharing agreements.
