"Bulling" or chambering of holes. The bottom of a small diameter borehole(such as diamond drill or wagon drill hole) may be enlarged by lighting and dropping a gelatine dynamite safety fuse primer into the hole. The burden is of course, too great for this small charge to break the ground. Its effect is to pulverize the rock in the vicinity and to expel it from the mouth of the hole in the form of dust. Meanwhile, the bottom of the hole has been increased in diameter in the form of a bulbous-shaped chamber, which will then accommodate a larger quantity of explosive. Care should be taken to allow the bottom of the hole to cool down before adding further explosives. The operation is variously called "bulling" or "chambering" or "springing". The method has been used chiefly in quarry work on bench holes.

Bottom priming should be employed where Anodet Delays, High Strength Blasting Caps, or safety fuse and blasting caps with conventional explosives primers are used. Collar priming is recommended with electric blasting caps, with the caps placed in the boreholes after pneumatic loading is complete.

No person shall charge a hole with explosives unless there is placed in the charge a properly prepared detonator and (a) the detonator is securely placed so that it cannot be moved while the hole is being charged; or (b) the hole in which the detonator is placed is collar primed. The primer is most effective when firing independent charges if it is loaded with the detonator pointing toward the major portion of the explosives column. The primer should be placed near the collar of the hole in the direct position (cap pointing inward) since it will then impart the strongest impulse toward the balance of the explosives column and the bottom of the hole.
