Horizon scanning is a systematic process that serves as an early alert system to inform decision makers about possible future opportunities and threats. Health care horizon scanning identifies technologies, innovations, and trends with the potential to cause future shifts or disruptions—positive or negative—in areas such as access to care, care delivery processes, care setting, costs of care, current treatment models or paradigms, health disparities, health care infrastructure, public health, and patient health outcomes.

A radiometer or other sensor that is used to align or control the axis of a spacecraft, missile, or satellite with the apparent horizon of the Earth or of any other astronomical body.

Horizon sensors [are] the primary means for directly determining the attitude of a spacecraft relative to the Earth ... The attitude of spacecraft relative to Earth is one of the most important aspects of attitude determination and control, particularly for communications (TDRSS), weather (GOES), Earth resources (LANDSAT), satellites, etc. Earth cannot be treated as a point source like the Sun, especially for near Earth satellites for which Earth covers about 40% of the sky. Therefore, merely detecting the Earth is by no means sufficient for attitude determination, even for the most crude attitude determination requirements. Hence most sensors are designed to detect the Earth’s horizon. Horizon sensors are infrared devices that detect the contrast of the cold of space and the warmth of the Earth (or other body).

Typically there are four basic components in a horizon sensor : a scanning mechanism, optical system, radiance detector, and signal processing electronics.

A device used to establish a spacecraft’s attitude relative to the Earth by detecting the limits of the Earth’s disk at infrared wavelength.

OBS

Sensing is either static or dynamic. The static sensor uses a common direction-sensing technique involving an arrangement of sensors grouped around the pointing axis so that they each receive the same illumination when the sensor is exactly aligned with the target-source.... The dynamic sensor operates by scanning across the Earth's disk and detecting the temperature difference between space and Earth. It is otherwise known as a "horizon sensor" or "horizon scanner".

The Conical Earth Sensor(CES) is a scanning horizon sensor used to gather attitude information on orbiting spacecraft. The most common application utilizes one or more CESs to provide pitch and roll attitude data for 3-axis stabilized orbiting spacecraft. The CES, a robust and a versatile sensor, can be used from low Earth orbit to above geosynchronous orbits, as well as during transfer orbits.
