The term reinforcing is used basically to mean tension or membrane reinforcing, that is, the ability to distribute a concentrated load over a larger area of the subgrade, thus avoiding local overloading of the bearing capacity. A closer analysis of the reinforcing function of a geotextile laid between the base course and the subgrade, reveals that in addition to membrane reinforcing there is a second phenomenon which improves the load bearing capacity of the structure by providing horizontal reinforcing or lateral restraint. Laser Scintillometers. The fluctuations in atmospheric index of refraction is related to the temperature structure of the air. These index fluctuations cause deflections of light(for example, mirages) and these fluctuations can be examined by laser light travelling over a horizontal path. The resulting intensity of fluctuations can be analysed for a heat flux which could cause those index variations. A difficulty with the system is the fluctuations caused by mechanical turbulence such as wind may interfere with the thermal measurement.
