The National Olympic Committees(NOCs) promote the fundamental principles of Olympism at a national level within the framework of sports. NOCs are committed to the development of athletes and support the development of sport for all programs and high performance sport in their countries. They also participate in the training of sports administrators by organizing educational programs. Another objective of the National Olympic Committees is to ensure that athletes from their respective nations attend the Olympic Games. Only a NOC is able to select and send teams and competitors for participation in the Olympic Games. National Olympic Committees also supervise the preliminary selection of potential bid cities. Before a candidate city can compete against those in other countries, it first must win the selection process by the NOC in its own country. The Organising Committees for the Olympic Games(OCOGs) organise the Olympic Games. The organisation of the Olympic Games is entrusted by the International Olympic Committee(IOC) to the National Olympic Committee(NOC) of the country of the host city as well as to the host city itself. The NOC forms, for that purpose, an OCOG which, from the time it is constituted, communicates directly with the IOC, from which it receives instructions.... The OCOG executive body includes : the IOC member or members in the country; the President and Secretary General of the NOC; and at least one member representing, and designated by, the host city. In 1994, Canada and the City of Montreal were selected by the International Vocational Training Organization(IVTO) to host the 35th World Skills Competition in 1999. The event was held between November 11-14 at the Olympic Stadium. It involved 1, 800 participants(candidates, experts, delegates, officials and observers) from 34 countries in 40 trade areas. A separate contest area was assembled for each discipline. Inside the contest area, one workstation will be set up for each candidate. In total, 600 workstations were set up inside the Olympic Stadium in over 40 different skilled areas. A large city of Alberta, located on the Bow River, in the southern part of the province, at the meeting of the Canadian prairies and the Rocky Montains foothills. The city started as a trading post(fur trade, bison hunting and illicit-whisky trading) with the construction of a fort named Fort Calgary by the North-West Mounted Police at the confluence of the Bow and Elbow rivers in 1876.(The word Calgary, of Gaelic origin, means "bay farm. ") "Fort Calgary" is linked to Canada by the railway in 1883; the Canadian Pacific Railway(CPR) Company laid out its town site where the city now lies.
