As a rule, exchanges or assignments involving placements with organizations outside the federal government are made under an Interchange Canada Agreement and are governed by the applicable rules. In order to conclude an Interchange Canada Agreement, participants must clearly demonstrate attachment to their home organization and support of their home organization, and that they remain an employee of that organization. Futhermore, participants must return to their home organization at the end of the assignment, unless all parties agree to other arrangements. The Agreement spells out the details of the temporary assignment, including the rights and responsibilities of the Department of Justice, the host organization and the participating employee.
