The Common Departmental Financial System(CDFS) is a comprehensive on-line departmental financial management and reporting system designed to simplify and streamline financial administration. CDFS was developed to respond to the changing needs for financial management information in the federal government. It complements recommendations outlined in Public Service 2000 which called for departmental line managers to assume a greater responsibility for financial management of the areas under their control. Le Système financier ministériel commun (SFMC) est un système ministériel complet de gestion financière et d'établissement de rapports en direct conçu pour simplifier et rationaliser l'administration financière. Le SFMC a été élaboré afin de répondre aux changements dans les besoins en information de gestion financière du gouvernement fédéral. Il donne suite aux recommandations formulées dans le cadre de Fonction publique 2000, selon lesquelles les gestionnaires hiérarchiques devaient assumer une plus grande part de responsabilité quant à la gestion financière des secteurs placés sous leur contrôle. Le SFMC est un service facultatif offert par Travaux publics et Services gouvernementaux Canada (TPSGC). Il remplace les systèmes FINCON et COMPFIN. Enfin, le SFMC est un système réparti. Selon la configuration actuelle, le macroordinateur de TPSGC joue le rôle d'hôte, tandis que la couche présentation se trouve dans les locaux du client, intégrée à un réseau local (RL) ou à un poste de travail.

A brain-child of UNDP, the TOKTEN programme was initiated in 1977 to compensate for the ill effects of the "brain drain" syndrome through the concept of bringing back talents to their home country. Throughout its existence, TOKTEN has proven to be a cost-effective and innovative modality to transfer knowledge to over 30 developing countries in a wide spectrum of fields. TOKTEN funds the services of expatriate national experts for well prepared short-term assignments, usually one to three months, with selected host institutions in the government, academic and research institutions, private sector and non-governmental organisations in developing countries. The global TOKTEN programme is under the overrall management of the United Nations Volunteers based in Bonn, Germany.

[The letters] are delivered to the latter by ambassadors in a formal credentials ceremony, which generally takes place shortly after his arrival at a new post. Until this ceremony has taken place he is not formally recognized by the host country, and he cannot officially act as ambassador. The letters are termed "letters of credence" because they request the receiving chief of state to give "full credence" to what the ambassador will say on behalf of his government.
