ERS-1 and its follow-on ERS-2 are remote sensing satellites for coastal, sea and ice applications. ERS-1 was launched in 1991. It is equipped with a series of instruments including a synthetic aperture radar which continues to provide images of the best quality that are used on a daily basis by government and industry for the following applications : resource management, agriculture, geology, oceanography, ice monitoring and ship routing. ERS-1 ceased operations in 1996, and ERS-2 was launched in April of 1995. ERS-2 adds to capability of a Global Ozone Monitoring Experiment(GOME) to address atmospheric chemistry, an area of growing environmental concern.

In 1973 the five nations within whose boundaries polar bears occur [i. e., the USSR, Canada, US, Denmark(for Greenland) and Norway] negotiated the International Agreement on Conservation of Polar Bears. The agreement, ratified in 1976, prohibited the taking of polar bears by hunters in aircraft or large motor vessels, creating a de facto sanctuary in active offshore ice habitats. The agreement required each nation to conduct a research program and coordinate management and research, with other jurisdictions, for populations that overlap international boundaries.
