GOES-9, a three axis stabilized spacecraft, remains stationary in space which allows the [imager and sounder] instruments to be continuously pointed at the earth. The scanning system moves back and forth(i. e., east to west and then west to east) as it moves north to south. While the spacecraft is stationary, it is not absolutely still. Earth location and registration accuracy are [affected] by orbital motions, instrument motion, and thermal distortion. A complicated set of navigation(earth location) and registration(image-to-image location of a landmark) correction schemes are necessary to compensate for these effects.... The registration schemes briefly are : 1) image motion compensation(IMC) and 2) mirror motion compensation(MMC). The IMC removes spacecraft orbit and attitude motion from each image. The MMC automatically corrects for the predictable effects of the instrument mirror motions.

This distortion is additive and modifies again the image positions of points already influenced by panoramic distortion, scan positional distortion, and image motion compensation distortion.

The MPEG standard is primarily a bitstream specification, although it also specifies a typical decoding process to assist in interpreting the bitstream specification. This approach supports data interchange, but it does not restrict creativity and innovation in the means for creating or decoding that bitstream. The bitstream architecture is based on a sequence of pictures, each of which contains the data needed to create a single displayable image. Note that the order of transmission of pictures in the data stream may not be the same as the order in which pictures will be displayed-this will be evident shortly. There are four different kinds of pictures, depending on how each picture is to be decoded : I pictures.... P pictures are predicted pictures, which are coded using motion compensation from a previous I or P picture. B pictures.... D pictures....
