An international currency created by the International Monetary Fund (IMF), and allocated to countries participating in its Special Drawing Account.

OBS

As an asset, SDRs represent the value of the rights owned by Canada to purchase currencies of other countries participating in the IMF's Special Drawing Account, thereby representing a supplement to Canada's other official international reserves. As a liability, SDRs represent Canada's liability to the IMF in the event of :-the cancellation of SDRs previously allocated to Canada;-the termination of Canada's participation in the Special Drawing Account; or-the liquidation of the Special Drawing Account by the IMF.

The International Monetary Fund(IMF) is an international organization, formed at the Bretton Woods Conference in 1944, to maintain monetary stability in the world community. The IMF works closely with the International Bank for Reconstruction and Development(the World Bank), but directs its attention toward payment of external debts owed by countries with balance of payments deficits, rather than project financing. The IMF makes loans in the form of drawings(special drawing rights, SDRs) by member countries.

Una de las instituciones creadas en Bretton Woods en 1944. Es el organismo de las Naciones Unidas para la cooperación monetaria y el comercio internacional. Se basó en un sistema de patrón de cambios-oro, en el cual todas las monedas de los socios debían ser convertibles al dólar, siéndolo éste a su vez al oro a un precio fijo. Entre 1948 y 1973 el FMI aseguró la estabilidad de los tipos de cambio, hasta que los cambios flotantes se generalizaron tras la segunda devaluación del dólar (1973). El FMI, que tiene su sede en Washington, facilita recursos en forma de créditos automáticos (girando cada país sobre su propia cuota), créditos stand-by, etc., a sus socios, para hacer frente a sus dificultades monetarias. Desde 1968 emite los derechos especiales de giro.

The French riposte to "SDRs" [Special Drawing Rights]. The CRU was proposed by Giscard d’Estaing in 1965 to link the creation of international reserves to total gold stocks(in contrast to the SDR proposal). Assistance to countries with payments difficulties would be by means of credits, not reserve creation(the SDR idea) ;and the CRU would enable reserve creation to be controlled by the "Group of Ten", rather than the "IMF", which was felt to be US dominated.

La proposition dénommée CRU [fut] avancée d'abord par les Français [...] Les «Composite Reserve Units» seraient créées en cas de besoin en quantités convenues par [le groupe des] Dix [...] et seraient distribuées entre eux en stricte proportion des réserves d'or de chaque pays, contre des contributions équivalentes de leurs monnaies nationales respectives à un pool commun de monnaie destiné à garantir les nouvelles unités créées. Ensuite, les règlements entre les pays participants seraient effectués par des transferts simultanés d'avoirs en or et/ou CRU, suivant la proportion globale de ces deux types d'avoirs dans les réserves au moment du règlement, du fait de la création cumulative des CRU dans le passé. Les avoirs en dollars, en sterling et en autres devises seraient exclues de ces règlements entre les pays participants, et les avoirs existants seraient remplacés aussi par des avoirs CRU.
