The Unemployment Insurance Commission(UIC) was created in 1940 with the passage of the Unemployment Insurance Act and was responsible for the operation and administration of the Unemployment Insurance Act and Program. The UIC was replaced in 1977 by the Canada Employment and Immigration Commission. The Canada Employment and Immigration Commission's responsibilities were expanded to include manpower, immigration and employment services, in addition to Unemployment Insurance. In 1993, the immigration component was moved to a newly created Department of Citizenship and Immigration, and the human resources and social programs from five other departments were combined under enabling legislation to create the department of Human Resources Development Canada(HRDC).
