The ICBL was launched in October 1992 by a group of six non-governmental organizations : Handicap International, Human Rights Watch, Medico International, Mines Advisory Group, Physicians for Human Rights and Vietnam Veterans of America Foundation. These founding organizations witnessed the horrendous effect of mines on the communities they were working with in Africa, Asia, the Middle East and Latin America and saw how mines hampered and even prevented their development efforts in these countries. The International Campaign to Ban Landmines(ICBL) is a global network in over 70 countries that works for a world free of antipersonnel landmines and cluster munitions, where landmine and cluster munition survivors can lead fulfilling lives. The Campaign was awarded the Nobel Peace Prize in recognition of its efforts to bring about the 1997 Mine Ban Treaty. Since then, we have been advocating for the words of the treaty to become a reality, demonstrating on a daily basis that civil society has the power to change the world. As a member of the Cluster Munition Coalition, the ICBL is engaged in the global effort to ban cluster munitions and to address their humanitarian impact. In December 2006, the ICBL decided to engage extensively in the global effort to prohibit cluster munitions. This marked the first time that the ICBL had become significantly engaged on an issue other than antipersonnel mines. The main reasons for the ICBL' s decision were that cluster munitions inevitably end up leaving behind large numbers of unexploded ’duds’ which behave essentially like antipersonnel mines; that many ICBL members had been already working extensively on cluster munitions; and that international efforts to achieve a global ban on cluster munitions were at a crucial point, a point where the ICBL could have a meaningful impact.

Nous plaidons pour : L'adhésion universelle au Traité d'interdiction des mines et à la Convention sur les armes à sous-munitions; La mise en œuvre complète et le monitoring de ces deux traités; Le financement adéquat du déminage humanitaire et des programmes de sensibilisation aux risques, ainsi qu'une efficacité accrue dans ces domaines; L'assistance aux survivants, à leurs familles et leurs communautés et ce, de manière significative et durable. Nos activités : Nous participons et contribuons de manière experte aux mécanismes du Traité tels que les Réunions des États parties et les Réunions intersessionnelles des Comités Permanents. Nous nous prononçons contre et condamnons l'utilisation des mines et des armes à sous-munitions et appelons les États non parties à adhérer aux traités. Afin de garder les problématiques des mines et des armes à sous-munitions au plus haut à l'agenda des gouvernements, nous entreprenons des actions auprès des médias, du grand public et entretenons des contacts directs avec les gouvernements. Nous menons un travail de recherche et produisons le rapport de l’Observatoire des mines qui a pour objectif de surveiller la mise en œuvre et le respect des dispositions du Traité ainsi que d’évaluer les efforts entrepris par la communauté internationale pour résoudre le problème des mines et restes explosifs de guerre.

Since 1991 the North Sea countries (UK, Netherlands, Norway and Denmark) have put a lot of effort in the development of a decision support system for the legislation of the use and discharge of offshore exploration, drilling and production chemicals. The heart of this so-called harmonised mandatory control system is the chemical hazard assessment and risk management (CHARM) model.

One of the most proactive areas in environmental regulation is the North East Atlantic -- primarily Norway and the European Union. Within this region, the Oslo-Paris Commission (OSPARCOM) was inaugurated in 1992 and ratified in 1998. The OSPARCOM mainly focuses on protection of the marine aquatic environment. ... To help evaluate chemicals for offshore use, the Harmonized Offshore Chemical Notification Format (HOCNF) was introduced in 1995. ... In 2001, the Harmonized Mandatory Control System (HMCS) was implemented primarily to maintain at least a baseline of rigor for the move to more environmentally responsible chemicals.

Les participants se sont penchés sur l'héritage du terrorisme et son impact sur les femmes dans les instances décisionnelles, l'impact des politiques économiques néolibérales sur l'identité des peuples et leurs territoires, l'accès à la justice, les différents modèles de collaboration entre les citoyens et le gouvernement dans les services de sécurité communautaires.

The NIST Center for Computing and Applied Mathematics(CCAM), working under sponsorship of the AMRF, has developed AutoMan, a software package which allows investors to include non-financial and even non-quantitative criteria in their analysis.... AutoMan uses four steps to measure the impact of potential investments : define the decision model by identifying impact criteria; establish weights for the categories and for the criteria through pairwise comparisons; rate investment alternatives with respect to each criterion; and compute a weighted average rating for each investment alternative.
