The major cities of the economically powerful Western nations constitute the nodes of these networks, enabling these nations to draw upon the ecological capital of all other nations to provide food for their populations, energy and materials for their economies, and even land, air and water to absorb their waste by-products. This ecological capital, which may be found thousands of miles from the regions in which it is used, forms the shadow ecology of an economy. The oceans, the atmosphere (climate), and other common assets also form part of this shadow ecology, which includes the environmental resources a country draws from other countries and the global common assets.

The first enactment of revenue-sharing legislation was the inclusion of the Coastal Energy Impact Program(CEIP) in the Coastal Zone Management Act in 1976. The CEIP provided grants, loans, and loan guarantees to assist coastal states with costs of public services, infrastructure, and preventing or ameliorating the loss of valuable environmental or recreational resources caused by coastal and OCS oil and gas development. Allocation of funds under this program to individual states was based on the amount of OCS acreage leased for oil and gas development(50% weight), volume of oil and gas produced offshore each state(25% weight), and volume of oil and gas first landed in each state(25% weight). The Reagan administration stopped funding the CEIP and Congress repealed the program in 1990.

Compensation measures, in the context of facility siting, ... fall into two broad categories: (a) those which are impact-related, that is, they aim to offset unavoidable adverse residual impacts or damages thereby leaving the community no worse off than it was before the facility was sited there; and (b) those which are equity-related, that is, they aim to redress the unfair distribution of costs and benefits by ensuring that the local community derives benefit from the siting decision such that it is better off than it was before the facility was sited there.

Examples of impact-related compensation measures include in-kind compensation(i. e., replacement of what is lost), service subsidies(to support any expansion of services that may be required to offset the effect of increased demand), property tax abatement(to offset any potential increase in property taxes), property value protection(guarantee of payment of fair market value as protection against a real decline in property value due to the construction and operation of the facility), and property buy out(for those residents who are likely to suffer significant levels of unavoidable impacts for an extended period of time). Payments-in-lieu of taxes, which have become a convention in public facility development, are not regarded as a component of impact management.
