The International Action Programme on Water and Sustainable Agricultural Development(IAP-WASAD) was created by FAO with the cooperation of other UN organizations as part of a strategy to implement the Mar del Plata Action Plan for the 1990s. IAP-WASAD identified five priority areas of action and some common measures requiring concerted action to realize sustainable agricultural development. It pointed out that scarcity of water is a major constraint for the further agricultural development of arid and semi-arid countries.
