RDIMS grew out of the Treasury Board Shared Systems Initiative. As a concept, it is designed to provide a model for the implementation of information management programs and tools. Expenditure Management Sector(EMS) provides a central focus within the Treasury Board Secretariat(TBS) for the functions that support and strengthen the TBS's role in the government's broader expenditure management system. The work of the EMS covers the entire expenditure management cycle-from expenditure analysis, forecasting and expenditure management strategies, policies and operations through to results-based budgeting, evaluation, accountability and reporting. EMS plays a strong integration role in planning and coordinating the expenditure management initiatives and providing a whole-of-government perspective on matters related to direct program spending and management of reserves. Le Secteur de la gestion des dépenses (SGD) sert d'axe central au Secrétariat du Conseil du Trésor (SCT) pour les fonctions qui appuient et qui renforcent le rôle du SCT au sein du système global de gestion des dépenses du gouvernement. The United Nations System Chief Executives Board(CEB) for Coordination-formerly the Administrative Committee on Coordination(ACC)-is the forum which brings the executive heads of all organizations to further coordination and cooperation on the whole range of substantive and management issues facing the United Nations system. ACC was established by the Secretary-General in 1946 at the request of the Economic and Social Council(ECOSOC) in Resolution 13(II). The main purpose of the Committee was to supervise the implementation of the agreements between the United Nations and the specialized agencies. In 1992, Environment Canada established the Office of Federal Environmental Stewardship to promote and facilitate the implementation of the Code.
