Of the McGill University-Université de Montréal Research Group on Integrated Services for Older Persons. SIPA Research Program(System of Integrated Services for the Frail Elderly). SIPA is a demonstration and evaluation project based on a model of integrated care for the frail elderly. The demonstration project aimed to implement a model for the frail elderly living in the community and to evaluate by means of an experimental device, its comparative advantage in regards to existing services in Montreal. The evaluation was on impact on health, utilization of services, cost of services, quality of care and the implementation and organization of services. The SIPA project was carried out on the Island of Montreal over a period of 22 months from 1999 to 2001. The SIPA s goals were to : respond appropriately to the needs of older persons with disabilities; maintain and promote the independence and capacity of older persons to make choices, while respecting their dignity; and optimize the use of community, hospital and institutional resources.

The World Meteorological Organization Executive Council Panel of Experts on Education and Training serves as an advisory body to the Council on all aspects of technical and scientific education and training in meteorology and operational hydrology. Its specific functions include the co-ordination of activities of the WMO Technical Commissions in the field of education and training within their respective fields of competence. In addition the technical commissions and regional associations may appoint rapporteurs, or establish working groups, on education and training undertaking a significant role in the implementation and monitoring of the programme.

Following a careful preparatory process involving consultations with African Governments, African experts and several UN agencies concerned with African development, UNEP, in co-operation with the Organization of African Unity(OAU) and the Economic Commission for Africa(ECA), organized the first African Ministerial Conference on the Environment in Cairo from 14-16 December 1985. Since the inception of AMCEN, UNEP continues to be the primary source of funding for the implementation of the decisions, as well as the programmes of the Conference. In addition, since 1986, UNEP has hosted the AMCEN Secretariat which is run in close cooperation with OAU and ECA.
