In the fall of 1998, the TBS created the ADM Advisory Committee on Service and Innovation, which has played a key role in developing a citizen centred service strategy for the government of Canada. This strategy has two pillars : i) responding to the needs of citizens for improved access and ii) improved quality of the government services. Various working groups have carried out this task, including a sub-committee on service improvement planning and implementation. The objective of the interdepartmental sub-committee is to help ministers, departments and agencies improve in a significant, measurable and durable manner the degree of satisfaction of Canadians with the quality of services provided by the government of Canada. Its mandate is to determine effective service improvement practices, recommend methods and guidelines applicable throughout the government in order to improve citizen satisfaction, and cooperate with departments and agencies in the implementation of recommended guidelines and approaches.

À l'automne de 1998, le SCT créait un Comité consultatif des SMA sur le service et l'innovation, qui a joué un rôle de premier plan dans l'élaboration d'une stratégie de service axée sur le citoyen pour le gouvernement du Canada. Cette stratégie reposait sur deux piliers : i) répondre aux besoins des citoyens quant à l'amélioration de l'accès et ii) une meilleure qualité des services du gouvernement. Plusieurs groupes de travail se sont attelés à cette tâche, dont un sous-comité pour la planification et la mise en œuvre de l'amélioration des services. Ce sous-comité interministériel avait pour objectif d'aider les ministres, les ministères et les organismes à améliorer de façon significative, mesurable et durable le degré de satisfaction des Canadiens à l'égard de la qualité des services fournis par le gouvernement du Canada. Son mandat a pour objet de déterminer des pratiques efficaces pour l'amélioration des services, de recommander des méthodes et lignes directrices applicables à l'échelle du gouvernement afin d'améliorer la satisfaction des citoyens et de permettre une coopération entre ministères et organismes en vue de la mise en œuvre des lignes directrices et des approches recommandées.
