Following a careful preparatory process involving consultations with African Governments, African experts and several UN agencies concerned with African development, UNEP, in co-operation with the Organization of African Unity(OAU) and the Economic Commission for Africa(ECA), organized the first African Ministerial Conference on the Environment in Cairo from 14-16 December 1985. Since the inception of AMCEN, UNEP continues to be the primary source of funding for the implementation of the decisions, as well as the programmes of the Conference. In 1992, Environment Canada established the Office of Federal Environmental Stewardship to promote and facilitate the implementation of the Code. It also signed an Environmetal Accountability Parnership(EAP) agreement with the Treasury Board Secretariat to improve co-ordination between them and, primarily, those departments with responsibilities for the management of lands and buildings.
