The Impress Service was formed to force sailors to serve on naval vessels (there was no concept of joining the navy for non-officers at the time), based legally on the power of the King to call men to military service, as well as to recruit volunteers (who were paid a bounty upon joining, unlike pressed men).

Déjà bien avant les guerres napoléoniennes, on trouvait dans tous les ports importants un service de recrutement («impress service», du vieux français «prest» ou prêt : tout homme recruté bénéficiait du prêt d'un shilling et devenait par là-même «Prest man»). Dans des lieux de «rendez-vous», le capitaine du service, ou lieutenant dans les petites villes, formait un groupe d'hommes, souvent des voyous locaux, afin d'encourager les hommes entre 18 et 55 ans à s'engager dans la marine.
