Treasury Board of Canada Secretariat. A project sponsored jointly by the Public Sector Service Delivery Council and the Public Sector Chief Information Officers’ Council. eContact is a multi-jurisdictional solution that will improve access to government services by connecting citizens and service agents to accurate information through a user-friendly interface. It is designed to connect citizens with the information or service they require by quickly identifying their needs and directing them to the appropriate contact. The fundamental benefits of eContact are improved service and higher citizen satisfaction. The eContact approach is different because it is a solution that integrates information across jurisdictions and uses natural language querying to address the terminology gap between governments and citizens. The system does this by using natural language processing which allows citizens to express their questions in familiar language rather than government terminology specific to a program or service. 1, record 3, English, - eContact%20%2D%20Service%20Improvement%20Initiative

1, record 3, French, - eContact%20%2D%20Initiative%20d%27am%C3%A9lioration%20des%20services

...-Commissioner of Official Languages :"My understanding of linguistic equality is based on section 16 of the Charter [Canadian Charter of Rights and Freedoms]. It tells us that English and French are the official languages of Canada... This statement reflects our history and enshrines our linguistic diversity; it simultaneously establishes the foundation, and the framework, for today's language rights as a whole. Section 16 also envisages the Canada we must build. Over and above this, the Charter sets out a vision for our country. In the Beaulac decision, the Supreme Court of Canada told us that language rights "must in all cases be interpreted purposively, in a manner consistent with the preservation and development of official language communities in Canada. "Our objective, therefore, is the substantive equality of our English and French language communities, including an improved status for the minority language communities.

A family of programs developed by Joseph Weizenbaum in the 1960s, designed to support "natural language conversation" with a computer. its name was chosen to emphasize that it may be incrementally improved by users, since its language abilities may be continually improved by a "teacher".
