This same approach should be applied to the question of reading in since extension by way of reading in is closely akin to the practice of severance. The difference is the manner in which the extent of the inconsistency is defined. In the usual case of severance the inconsistency is defined as something improperly included in the statute which can be severed and struck down. In the case of reading in the inconsistency is defined as what the statute wrongly excludes rather than what it wrongly includes. Where the inconsistency is defined as what the statute excludes, the logical result of declaring inoperative that inconsistency may be to include the excluded group within the statutory scheme. This has the effect of extending the reach of the statute by way of reading in rather than reading down. 1, record 7, English, - reading%20in

There is a conflict of laws when, in a case containing at least one legally relevant foreign element, two or more laws in force in different legal units conflict with respect to a single person, to a single act or fact, or to a single thing, and doubt arises as to which law ought to be applied to the exclusion of the others. The primary technique used for checking the inconsistency of precipitation data has been a double mass analysis. In this technique the accumulation at a given station is plotted against the average accumulation for a group of stations. When the number of stations in the group is reasonably large, the accumulation of the group average should be quite stable. Thus, if there is a change in the relationship between a single station and the group at some point in time, it is likely that there has been a change in the precipitation measured at that station. This deviation can be removed by multiplying a portion of the record at that station by a factor that will produce a generally straight line relationship. 2, record 22, English, - double%2Dmass%20analysis

Guthrie's law of associative inhibition suggests that unfamiliar stimuli evoke a wide range of responses, many of them competitive or incompatible, but that through repetition some of the responses become more dominant, and thus relieve the tension generated by the competing messages. In other words, habituated responses to familiar messages are more "comfortable" and reduce the stress of dealing with inconsistency, an idea that's in line with theories of selective exposure. 1, record 30, English, - law%20of%20associative%20inhibition
