Started in 1996, the Initiative was enhanced in 1999 as an outcome of a comprehensive review by IDA [International Development Association] and the IMF [International Monetary Fund], including public consultations. The Initiative's debt-burden thresholds were adjusted downward, which enabled a broader group of countries to qualify for larger volumes of debt relief. Moreover, a number of creditors, including the main multilaterals, started to provide earlier assistance to qualifying countries in the form of interim relief at decision point. Finally, the “floating completion point” was introduced, providing incentives to speed up reforms and increase country ownership, 2, record 2, English, - Enhanced%20HIPC%20Initiative

Public debt financing policy based on an increase in the supply of money in circulation. Governments are able to finance public deficits in three ways : by issuing public bonds, increasing taxes and monetary supply. The third system is often the least problematic, however also the most harmful, given its effects on inflation. 1, record 4, English, - debt%20monetisation
